Miguel Torres Diaz is Vice President for WSP Federal Programs and has been with the company since 2018.  He is a former Secretary of Transportation and Public Works in Puerto Rico (2013-2016) and former President of the PR College of Professional Engineers and Surveyors (2009-2011).  He holds a BS in Civil Engineering (1996) and MEM (2003) with a concentration in Program and Construction Management.  He is a licensed professional engineer in FL and PR with more than 25 years of experience in the retrofitting and reconstruction of public and private infrastructure, with an emphasis on transportation, utilities and buildings due to obsolescence and resiliency requirements.  He has focused in the most recent years on the management of disaster response and recovery projects primarily within Florida and the Caribbean.   Mr. Torres-Diaz is a member of FEPA and has multiple certifications from FEMA, including National Incident Management System (NIMS) and Incident Command System (ICS).
