With over 37 years of experience in the Florida Department of Environmental Protection’s (FDEP) surface water programs, I help Dewberry clients navigate through the complicated regulatory process for permitting discharges to Florida’s surface waters. I have extensive experience in FDEP’s wastewater program, including the development of Water Quality Based Effluent Limitations (WQBELs) and mixing zones, FDEP’s Total Maximum Daily Load (TMDL), Impaired Waters Assessment and Water Quality Standards Programs, water quality credit trading, and development and implementation of Florida’s numeric nutrient criteria (NNC).
