Joe, a native of Buffalo, N.Y., is a full time resident of Naples and has resided in Fiddler’s Creek since January 2002. He has served on many community boards and committees over the past 23 years and currently a Supervisor of the Fiddler’s Creek CDD 1 and is a Commissioner on the Collier County Planning and Zoning Commission.

Additionally, Joe is currently a part time Management Consultant for Amentum (formerly DynCorp International), Fort Worth, TX, a company that supports worldwide contingency operations and provides services for the Department of Defense and Department of State, as well as a Senior Advisor for Dawson & Associates, Washington, D.C., a consulting firm focused on assisting clients through the government permitting and contracts processes with a focus in emergency management and disaster response, and environmental permitting and regulatory compliance. Prior to his assignment as a Management Consultant, Joe was a Senior Program Manager in the Fort Worth Office of DynCorp International and served from March 2010 to March 2011 as the Afghanistan Vice President/Project Manager for the military’s LOGCAP IV program in the Southern Afghanistan Area of Operations, Kandahar Airfield, Afghanistan; a $2 billion program comprised of approximately 14,000 personnel who provided a broad range of support services for U.S. and allied forces at 42 forward operating bases.

Joe was the County Administrator of Community Development and Environmental Services Division, Collier County, Florida from January 2002 to January 2010. He was responsible for all aspects of the county’s community planning, zoning, engineering and environmental reviews, building review and permitting, code enforcement, and economic development programs. As Administrator, he led and managed five departments and two separate sections – Department of Zoning and Land Development Review, Comprehensive Planning Department, Engineering and Environmental Services Department, Building Review and Permitting Department, and Code Enforcement Department, and the Operations and Regulatory Management Office and Business Management and Budget Office.

Joe retired from the Army as a Colonel after 30 years of military service. His military career began in 1971, when he was drafted into the United States Army. Rising through the ranks quickly, he was commissioned a Second Lieutenant in the Corps of Engineers from Officer Candidate School (OCS), Fort Benning, Georgia. March 6, 1975. Joe served as the Commander and District Engineer of the Savannah District, U.S. Army Corps of Engineers from June 26, 1998 to July 19, 2001 and prior to that as Assistant Director for the Atlantic Region, Civil Works Programs, Headquarters, U.S. Army Corps of Engineers, Washington, D.C., and was the former commander of the 30th Engineer Battalion, Fort Bragg, North Carolina.

Joe Schmitt holds an Associate of Applied Science Degree in Mechanical Technology from Erie Community College; a Bachelor of Arts Degree in Business Administration from Columbia College; a Bachelor of Science Degree in Engineering Management from the University of Missouri, Rolla; a Master of Science Degree in Systems Management from the Universi¬ty of Southern California; a Master of Science Degree in Civil Engineering/Construction Management from Oregon State University; and a Master of Science in National Resource Strategy from the National Defense University.
